Live gas prices on Base (chain 8453) read from the latest block: base fee and priority fee in gwei, suggested maxFeePerGas and maxPriorityFeePerGas in wei for an EIP-1559 transaction, how full the latest block is, and the estimated execution fee in ETH for an ETH transfer and an ERC-20 transfer. Use before sending a transaction on Base or to decide whether to wait for lower fees.

## When an agent wants this
